An article written in Tech In Asia reported that after “child protection” laws were enforced, the panty vending machine trade took a big hit. Akihabara’s shops, under the jurisdiction of Tokyo, are required to obey the “Regulations Concerning the Sound Upbringing of Tokyo Youth,” a law that passed in 2004.  

Section 15, “Prohibitions on the Purchase of Used Underwear” (which also extends to the sale of saliva and other bodily fluids), bans the purchase of soiled undergarments from individuals under the age of 18 as well as solicitation for such items.  

Also, there is a Section 24 that imposes a 500,000 yen (US$4,600) maximum fine on buyers found in violation of Section 15. Moreover, under Section 26, shops trying to illegally sell those items can be fined up to an additional 200,000 yen (US$1,800) if police discover them during a search.

Could something similar happen in the U.S.?

In 2006, ABC ran a story of Christine Vetter, 21, a South Carolina woman who was busted after selling her used undies online. She pleaded guilty to federal charges of mailing used underwear.

Vetter admitted in federal court to selling her soiled undergarments to customers over the internet. She sold the items on her site "blondestrippergirl.com" from November 2000 to March 2002. During that time she was a Clemson University student. Her site was shut down.

She was exposed after an unhappy customer mailed her a letter with a label saying it contained child pornography. U.S. Postal Service agents spotted it and brought it to the attention of authorities.

Vetter faced up to five years in prison and/or a $250,000 fine after South Carolina U.S. Attorney Strom Thurmond Jr., filed charges against her under a federal law that prohibits "mailing indecent and filthy substances.". 

Although this took place in 2006, nearly 15 years ago, you might want to exercise an abundance of caution and get to know your state’s law before accepting packages of used underwear. Even though this case targeted the seller, your state may have a law that targets the buyer as well. 

Buy Used Underwear Safely!

Buying used underwear is increasing in popularity. Understanding the difference in the material will help you have a better buying experience. Playing nice with the seller by leaving positive feedback will improve your relationship with the seller. 

This step shouldn’t be hard to do assuming you have found a seller you connect with. Consider remaining anonymous until you feel comfortable with the seller. Also, get a strong password.
